About
The development of the Diaz Village complex began in the late 1980’s on the outskirts of Somerset West in the Western Cape. The founding constitution was accepted and lodged with the Somerset West town clerk in 1990, signifying the formal proclamation of our Home Owners Association. What was then ‘rural countryside’ has since become fully developed with all major amenities nearby however, Diaz Village still retains its original charm and tranquility.
Diaz Village is a registered shared living scheme comprising full title land units whose owners are members of our HOA. The affairs of the complex are managed by a duly elected Management Committee that is mandated by our HOA to ensure sound governance takes place in an environment of mutual respect for our shared lifestyle.
Rules
Our constitution and associated rules and policies are designed for the effective management of our shared living scheme without compromising the approach of good neighbourliness among our homeowners (including their tenants).
- HOA Constitution (A binding ‘democratic’ contract between all homeowners that dictates the agreed manner in which we conduct our affairs)
- Conduct Rules (Extracted/summarised from the constitution, for day-to-day application)
- Keeping of Pets Policy (Supplements Rules relating to keeping of pets)
- Architectural Guidelines and Accessories Policy (Supplements Rules on appearance of land units/dwellings)
- Borehole Water Usage Policy
Governance
The Diaz Village HOA is an entity established in the Western Cape under LUPO (Land Use Planning Ordinance) of 1985, later revised to LUPA (Land Use Planning Act) of 2015. The HOA Constitution is approved by the local authority and our certificate issued on 9th August 1990.
The HOA is also a registered community scheme with CSOS (Community Schemes Ombud Service) under Registration No: 20/WC/006840
Management
Trustees are elected, by the HOA members and in terms of our constitution, to manage the business of the HOA. This Management Committee elects a chairperson and appoints a Complex Manager to assist with this business.
The Management Committee is mandated to act for the HOA and make sound decisions that are guided by our constitution and are in the best interests of homeowners.
The administration of our complex finances is outsourced to our managing agent WatchProp (Pty) Ltd. See www.watchprop.co.za for further information.
